Afghanistan Exit Strategy
A friendly advice to Afghan Government and International Coalition
In order to avoid and prevent civil war in Afghanistan after the withdrawal of foreign forces from Afghanistan and before it is too late , the following measures should be taken carefully:
First - An Exit Strategy should be drafted thoroughly in detail and in consultation
with all members of the International Coalition.
Second - The Exit Strategy with its details should be consulted
with Afghanistan's neighbors.
Third -
Approval of regional powers, China, Russia, India and Iran should be taken
on every detail of the Exit Strategy and in order to implement this strategy
their cooperation should be requested.
Fourth - The mistake of the former Soviet Union should not be repeated .The former Soviet Union removed from power the leader of Afghanistan before leaving this country. Former Soviet Union, by removal of Babrak Karmal from power had exploded the State of Afghanistan from inside and had forced it to collapse . They destroyed the center of power and stability in Afghanistan . Babrak Karmal was a respected and charismatic leader of the leftist and secular forces in Afghanistan . He has been forced to migrate to the Soviet Union and was imprisoned in an island in Moscow.
The international coalition should not repeat the same mistake by removal of President Hamid Karzai from power.
Fifth - The International coalition should not repeat the second mistake of Soviets before leaving Afghanistan . Former Soviet Union before and after withdrawal from Afghanistan disrupted the relative political stability in Afghanistan and caused the escape and flight of brains from Afghanistan. This mistake has been done by inviting leaders of Mujahideen to Moscow , and in organizing direct talks with opposition. Soviets betrayed cowardly their allies by promising the transfer of power to Mujahedeen . Former Soviet Union fulfilled their promises with the help and collaboration of their fifth column in Afghanistan . They disrupted the relative political stability in Afghanistan and dammaged the stability of the region . This transfer of power to uncivilized forces , triggered the massive escape of trained and experienced cadres and the majority of government officials to outside of Afghanistan.
Currently, wifes and children of most of high-ranking government officials are living in United States or in Europe.
The international coalition should not disrupt the current political stability
and should not cause the escape of high-ranking government officials and other intellectuals from Afghanistan to foreign countries.
Sixth - Do not repeat Mujahedeen's mistake . In 1992 Mujahedeen created a legal vacuum in Afghanistan . By order of Pakistan's authorities, the government of Mujahedeen abolished all laws in force in Afghanistan . Yes all Afghanistan's laws in force from Amanullah Khan's Kingdum to the period of President Dr. Najibullah. This crime , has been intensified during
the rule of Taliban . Afghan society still suffers from these ignorant actions.
The main cause of corruption in Afghanistan is the fact that the law and the rule of law are discredited in Afghanistan.
